Oil and gas revenue has always been the Kremlin’s most important source of cash, accounting for about one-third to half of the federal budget’s total revenue over the past decade. In 2023, due to weak oil prices and declining natural gas exports, the Russian Federation’s budget revenue decreased by 24%.
